[kata-dev] Proposal to migrate to a Slack alternative

About 2 years ago, I setup Rocket chat for a client for a similar motivation (alternative to Slack).  It worked ok, however we didn't attempt to enable the IRC integration so I can't comment on that.  I recall the mobile apps had some issues (performance and interaction issues).  Maybe those have since been resolved.
