[kata-dev] Arch Meetings moved to weekly at 1500 UTC/8am PT

Didn’t apply it retroactively so if you thumb through April 23 and beyond, it should be at 8am PT (the working committee is still alternating). Let me know if that’s not what you’re seeing.
